The 3DS is backwards compatible with the DS. The DS is backwards compatible with the GameBoy Advance. The reason for this is that they all share a similar architecture like OP mentioned. The 3DS can play DS games natively. The DS can play GBA games natively. The 3DS can play GBA games natively, but it's not powerful enough to emulate them.

The new R4 3DS gives a good support to all the Nintendo DS games that you already have. This is available in two versions – R4 for Nintendo DS and DS Lite and R4i Gold for Nintendo DSi / XL and 3DS. R4 card can be used to save files. These files can be added to the R4 card with the use of a micro SD card.

This tool lets you use the GBA support on 3DS by creating files you can install on you 3DS containing GBA ROMs. on a "new" 3DS, GBA emulation via mGBA actually runs fairly well.
